Do you need a permit?
In Brevard County, taking down a house, mobile home, garage, or other structure requires a demolition permit. The point of the permit is safety — the county and cities want to know the building is coming down properly and that the utilities feeding it have been shut off first. Small interior tear-out that doesn't touch the structure or the electrical, plumbing, and mechanical systems often doesn't need one, but a full or partial building teardown does.

Jurisdiction
Who issues the permit depends on your address
Brevard is a patchwork of cities plus unincorporated county land, and the demolition permit comes from whoever has jurisdiction over the parcel:
- City of Palm Bay — Building Division
- City of Melbourne — Building Department
- City of West Melbourne
- City of Titusville
- City of Cocoa & City of Rockledge
- Beachside cities (e.g., Satellite Beach)
- Brevard County — for unincorporated areas and smaller towns like Malabar, Grant-Valkaria & Micco

What has to happen before the permit is issued
Requirements vary a little by jurisdiction, but the core checklist is consistent across Brevard:
Utility disconnects
This is the big one. You'll need proof that power, water, sewer or septic, and gas have been disconnected before the permit is granted. Electric goes through the utility (FPL in most of Brevard), water/sewer through the city or county utility, and a septic system has to be properly abandoned. We coordinate these so the permit isn't stuck waiting on a shut-off.
Asbestos survey
Florida follows federal NESHAP rules, so an asbestos survey is required before demolition of most structures, with a notice filed to the Florida Department of Environmental Protection. Older Brevard homes — pre-1980s construction in downtown Melbourne, Eau Gallie, and older Titusville and Cocoa — are the most likely to need abatement first. We flag this at the quote so it doesn't surprise you mid-job.
Other items that can apply
